Transformers will do that, whilst stealing something else from the signal. You don't get something for nothing with induced signals, which would be the case in a transformer-coupled signal path.
It sounds suspiciously like this box would probably just color the music by means of an altered frequency response curve, as well as perhaps removing some noise that might have originated earlier in the signal path. Maybe.
But since it is well known that audiophilia is a psychological disease that manifests itself in direct proportion to the amount of money being spent; it is highly likely that the actual change being experienced is that of a heightened level of aural clarity caused by the lightening of the 'philes wallet.

I use it reversed and actually subtract 6db of gain between my Exogal Comet & Jadis Defy 7. The -6db allows my Exogal Comet to open up its volume control and allow the output to be at its sweet spot so I get maximum detail retrieval.

Mark, it is a preamplifier but is not powered. Just high quality and excellent sounding transformers, one per channel.
